PWD1 - Navigating Changes in Reimbursement Together: Board–Leadership Partnerships for Strategic Decision-Making in the New FQHC Reimbursement Landscape
Session Description: Sweeping changes from the “One Big Beautiful Bill” will significantly impact the reimbursement environment for Federally Qualified Health Centers (FQHCs)—from Medicaid and Medicare payment structures to 340B program implications. These shifts present both challenges and opportunities, requiring boards, CEOs, and leadership teams to work in lockstep to safeguard financial stability and advance the mission. In this session, we will join forces with a board member and CEO to provide a dual perspective on how governance and management can partner effectively in navigating this new environment. Participants will learn the fundamentals of scenario modeling to evaluate potential pathways and prepare for different reimbursement scenarios. We will explore how financial insights from such scenario modeling should drive strategic decisions, including when to consider mergers, acquisitions, or service expansions. Board members will leave with a stronger understanding of the changes ahead, the right questions to ask, and practical tools to engage in productive, future-focused conversations with leadership—ensuring their FQHC is prepared not just to adapt, but to thrive.
Learning Objectives:
Understand key provisions of the One Big Beautiful Bill and how they will affect FQHC reimbursement under Medicaid, Medicare, 340B, and other funding streams.
Apply scenario modeling concepts to evaluate potential financial and operational outcomes under different reimbursement environments.
Evaluate strategic opportunities—such as mergers or partnerships—using financial insights and mission alignment, while enhancing board–leadership collaboration to ensure data-driven decisions that support long-term sustainability and strategic growth.
